Important enterprise decisions are increasingly shaped by conditions that are interconnected, difficult to isolate, and capable of changing while leadership is still acting. This research paper develops a conceptual framework for examining decision quality when uncertainty is structural rather than temporary. It considers how framing, assumptions, institutional relationships, time horizons, reversibility, information, and governance can be held together without presenting complexity as an excuse for inaction or reducing judgment to a single model.
